Free season passes and the Cheap Trains Act

Many of the mainline railways were initially only interested in long distance travel. When they did turn their attention to the suburbs, it was initially to attract the well-to-do traveller. They offered free season passes to new residents to encourage the building of expensive homes near new stations such as Pinner and Harrow. New communities were developed near stations, such as Railway Town (now Surbiton), with its eight hundred "desirable villa residences".



Some railway companies, such as the Great Eastern Railway, actively sought working class passengers. The Cheap Trains Act passed by the Board of Trade in 1883 encourged railway companies to provide cheap early morning and evening workmen's fares, which also led to the establishment of new suburbs.
